Minister of Education and Member of Parliament for Tamale South, Haruna Iddrisu, has clarified that the Mahama-led administration will not issue a white paper on the ongoing constitutional review process.
Addressing the media on Wednesday, January 7, 2026, Mr Iddrisu explained that a team of legal experts is currently scrutinising the constitutional review report submitted to President John Dramani Mahama.
He disclosed that a constitutional review implementation committee will soon be established to manage the process and oversee any proposed changes.
“Many of you are still at a loss about the constitutional review process. 2026 will be the governance year agenda for President Mahama. Beyond economic stability, he would work to engender growth and transformation. It’s important that you, the media, appreciate that the constitutional review process, which was set up under the committee, is not the same as the constitutional review established under Article 278 of the 1992 Constitution by former President J.E. Mills.
“So, currently, there is a team of crack lawyers who are reviewing the report that was submitted to His Excellency John Dramani Mahama. After that scrupulous scrutiny, it will be subject to cabinet, party, political party and public engagement,” he said.
He added, “And as the President rightly announced on January 6, there will be a constitutional review implementation committee which will walk through the process of entrenched and non-entrenched provisions.
“So those of you who expected that a white paper would be issued, you got it very, very wrong. This constitutional review, led by Prof. Henry Prempeh, was not established within the true meaning of Article 278 of the Constitution.
“So no white paper will be issued in that respect. But what is acceptable will be declared and made known to the public.”
