Fresh allegations of sexual misconduct have emerged at Dzodze-Penyi Senior High School (DZOSEC) in the Ketu North Municipality of the Volta Region.
Mr. Vincent Tovor, an Ewe teacher at the school, has been accused of engaging in inappropriate conduct with a 17-year-old third-year female student (name withheld).
According to the student’s father, his daughter confided in him that the teacher allegedly took her to his residence following an inter-school competition, where she spent the night. The student reportedly stated that she slept in the same bed as the teacher. When summoned before school authorities, Mr. Tovor allegedly admitted that the student stayed at his residence but explained that he had found her stranded after the event and decided to offer her accommodation for the night.
The father has since lodged a formal complaint with the Dzodze Police Command for further investigation.
Previous Allegations
It will be recalled that in December 2025, the then headmaster of the school, Mr. Joshua Vidzro, was interdicted by the Ghana Education Service (GES) following allegations that he impregnated a third-year student and defiled a 14-year-old first-year student. While investigations were said to be ongoing, reports indicated that one of the affected students dropped out of school and was unable to register for her final examinations. The other student was reportedly taken away by her father.
In the same month, Mr. Tovor was also accused of sexually harassing another third-year student. Although GES authorities stated that investigations were ongoing, the teacher has again been linked to fresh allegations involving another student.
GES Code of Ethics
The Ghana Education Service Code of Ethics clearly prohibits any form of sexual relationship or misconduct between staff and students. The Code states, among other provisions, that:
• No employee shall engage in any act that constitutes sexual harassment of a pupil or student.
• Any staff member who has carnal knowledge of a pupil or student, with or without consent, is guilty of professional misconduct.
• Staff are prohibited from detaining students for immoral purposes.
• Employees are required to report any known acts of misconduct to their immediate superior.
Despite these provisions and their prescribed penalties, GES is yet to publicly conclude investigations into the current and previous allegations.
Public Concern and Advocacy
These recurring allegations have sparked renewed concern among parents, students, and education stakeholders in the area. Many are calling for a thorough and transparent investigation to safeguard students and restore confidence in the institution.
The Duamenefa Foundation, a non-governmental organization operating under Fafaa 100.3 FM and led by Mr. Emmanuel Ketaman Evortepe, has reiterated its commitment to working with lawful authorities to protect vulnerable persons and uphold fundamental human rights in the Volta Region.
